Spend time to contact other webmasters who have a site about the same subject as yours and exchange text links. Again, use the keywords that you target in the anchor text of those links. Don't always use the same keywords but sometimes, use synonims and variations. Only consider a link exchange with sites treating the same subject. There's nothing wrong with Flash. If you have content in flash that you want indexed describe it in text/html on the page. Time-on-site is a big factor in rankings as well and flash content can be great for engaging users for longer periods of time. This can be great for SEO. They're also working on better ways of indexing Flash and trying to make it SEO friendly. (Adobe and Google talk about it over golf or something like that)
The rest of the suggestions seem fine and pretty standard - just don't underestimate the meta keywords and description. They may not be the biggest factor in how high you rank but they are a factor in WHERE you rank as in what terms Google is more likely to index you under. And if your content supports what's in your keywords you'll do pretty good.

I've heard people say it's dead many times but I've seen it still make a big difference to date from the time when there's nothing in the keywords or the keywords are terrible to putting a good list in there that matches the site content. That's the key - it's dead in terms of keyword stuffing because it seems like Google verifies your keyword list against your content - if they don't match you get penalized, if they do match, you're ok and you should rank competitively.
