Config Joomla>Smf Component Timing Out

I had a previous installation going with the SMF package, uninstalled 'everything', components, modules the lot.

Whenever I go to configure the new component it times out for some reason.

I've also noticed that potentially not all files were uploaded during the install. Any ideas?

Joomla 102, SMF 1.1RC1, Apache 1.33, Safemode off, smfforum101b component, no FTP uploads on PHP.

I previously had the SMF bridge from Simplemachines installed, everything worked okay actually except having to login once a day.

I don't even get a timeout noticee when trying to access the Configuration, it just does nothing for 30 seconds or so and stops. Naaada?

Ed, I should mention the following issue as well - for some reason the component installer is creating ownerships on newly created directories and files to 99 + 99 when they should be user account 8033 and 99.

The com_smf folder after install (even showed as a successful install) only contains two files: index and smf.php.

I've been going over the OWNER PERMISSIONS with a few guys on Joomla who don't want to acknowledge that there is a problem with the installer, which only started to appear on 452 of Mambo and it's in Joomla as well. Here's the link:

I'm on a virtual server and can testify that this is Mambo and Joomla related only.
