Global configuration - HELP

Hi,

Could anybody on here please explain whats going on here. I keep getting error messages everytime  i try to change my global configuration. the message reads (at the top of the page):

        * Delete failed: '421c023604a24feaed19e3f3958fbc1e'
        * Delete failed: '4cf346a18c31ca14479b1ccd4243a5b1'

notice

        * Could not make configuration.php writable
        * Could not make configuration.php unwritable

Message

        * An Error has occurred! Unable to open configuration.php file to write!


Huh Please help???
