Best Sites To Get Links

Top ranking sites for the target keyword are the best sites to get inbound links. Logically these sites will give higher ranking value as they are ranked high for the target keyword. Please correct if this opinion is not correct.

You are right but it's difficult to get back link from them bcuz some sites don't link back their competitor

& second thing, if your site has low ranking  then nobody will give you a link back, right ??
