Is there a "web linking" module or component for Joomla?

Hello Joomla friends,

Thanks in advance for any and all help.

I am new to Joomla and am wanting to find a free script or template that would allow me to make a site that has a link directory, similar to http://www.bigweblinks.com. This site uses a custom script that allows for lihk directories and the top ten most invested submittals. I have contacted the owner to see if he had used a script or template, but he said it was custom. There are other and less appealing "link directory" programs out there, but I would like one that works with Joomla and has the same features as the previously mentioned web site. Would someone or several in this forum please help me identify an extension or another mears of achieving the functioning of the site mentioned? I would really appreciate it.

Also, there is a very high chance that I have placed this question in an incorrect forum, so please feel free to tell me what other and more appropriate category I should place this question.
