It has completed but you have a large number of usernames with problems(spaces, invalid chars, etc.) and default Joomla behavior is to return an error string on the URL. If you look at that url you will see some of the errors. I will try to improve this in future versions but you should work from that error message for the time being. You will notice the characters are URL encoded, use this tool to decode them:
