try reinstalling,.. if its local then its not directory permission since if its on localhost.. surely you have permission control everything.
What to do? --> reinstall ths smf.. btw by doing this open phpmyadmin and delete all thos tables with the prefix of smf_ in your mysql db.

you need to understand that this is not where you should be posting joomla core issues. Although some of us can help you, you need help from the joomla developers. In addition, this error:
Quote
Warning: open(/tmp\sess_d1f112909cedc3549bf3a6ea962e4d92, O_RDWR) failed: No such file or directory (2) in Unknown on line 0
shows serious complications between the software and your OS. Note the forward slash followed by the back slash, a clear unix/windows issue. I assume you are on a windows machine? Furthermore, there may not be a /tmp directory on your machine. Are you using cygwin? Finally, problems of this nature can be solved by visiting the joomla help site and forums, as previously posted. Good luck!

lol the first time i saw the error, i was gonna say it's a windows compatibility issue. the tmp folder is in the same level of your root directory. you should be able to find it (assuming you installed your standalone correctly), in the same folder as the folders www (which is your root) and usr. it stores temporary files like session information.
I suggest using JSAS from mambosolutions for standalones...i used to configure my own apache (on windows), and it being windows, well...just get JSAS
