Cannot delete users, get 403 Fobidden Error

I am using the (JoomlaHacks) JSMF + SMF combination.

Joomla is 1.0.12
SMF is 1.1.1
JSMF version is 2.0

Users cannot be deleted both in direct (ie. www.domain.com/forum) and bridged mode (ie http://www.domain.com/index.php?option=com_smf&Itemid=26&action=admin).

The error message I receive is

Forbidden
You don't have permission to access /forum/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

This happens only to certain users, I can still delete some user but I have no idea why some users just cannot be deleted.

If I need to provide more information, please advise. Thanks!
