Cookies Trouble

I've done a clean install of the latest joomla release (1.0.11) and when people try to vote in a poll, they're told cookies must be enabled.

Is there some setting in joomla that I've overlooked?

I just tested this in JSMF 2.0 and I am not receiving this error. If you can wait until next week the JSMF 2.0 beta will be out and this problem should be solved.
